What is the Purpose of this Action Plan?

The Plan represents the vehicle through which the vision for the development of Kells can be realised. The plan gives expression to a vibrant community and its rich heritage, and seeks to provide an appropriate range of amenities and facilities for its residents.

Furthermore, it presents Kells with an opportunity to cement the progress already made and to promote further developments in a measured, reflective and sustainable fashion. The Plan will allow the people of Kells to work together to achieve agreed goals, to harness local initiative and leverage the expertise and support of local and government agencies. The Plan contains those actions proposed by the various groups that participated in the consultation process with, where 

appropriate, associated timelines for initiation and delivery. Kells Development 

Group acknowledge that in some instances greater detailed planning will be requiredto ensure successful project outcomes and is fully committed to supporting the nominated lead agencies in both the planning and execution of such projects. Finally, the schedule contained in the plan indicates the quarter in which the project will commence.

The key strengths of the plan are that it has been developed collaboratively, has realistic goals and places community development at its core.

In reflecting this, the Plan embraces three headings or pillars:

•  Pillar 1 Environment

•  Pillar 2 Heritage

•  Pillar 3 Measured Tourism

How is the Implementation of the Action Plan to be Managed?

The structure of the plan contains deliverables, timelines, and indicative costs. The Plan also identifies the agency that will take the lead in implementing the various initiatives and meeting its deliverables.

It is intended that Kells Development Group will have overall responsibility for leading the implementation of the Plan and will support the lead agencies in realizing their goals and objectives. With this in mind, the development group is comprised of representatives from the different lead agencies. The Group will meet once per quarter and will review the progress and review plans for works to be completed in the months following the meetings.

Where necessary, in the case of more elaborate actions contained in the Plan, for example, a subcommittee of the Group will be formed to ensure these are implemented in a timely and effective manner and within the agreed budget.

The Group will produce quarterly reports on the implementation of the plan. The reports will be distributed to the local community and will inform the Annual Report that will issue in December each year. The Annual Report will also be available to any of the partner agencies associated with the Action Plan.
